As to the thrust of your article, I found that in Australia during Emergency powers, unions were under the military as part of whole-of-government lockstep response. I would assume that WorkSafe would be part of this WOG situation. WOG is also a public-private partnership during Emergency powers as we saw with tech companies.
Forgot to point out - see the highlighted text in the first screenshot document: “staff being given special leave for adverse events after jab” - this was standard policy across NZ public sector.
