NZ's Mandated Healthcare Staff: More Obfuscation & Confusion
Why are there so many discrepancies in the 'official' numbers of those who were granted 'exemptions' for the jab?
I feel the need to provide some context to this developing story, but full details are on my previous Substacks here and here and here.
To briefly summarise, an OIA (FOIA) recently sent to Health NZ by fellow Substacker
produced a response that ‘estimated’ a total of 11,005 staff had been granted SSD (Significant Service Disruption) exemptions from the hideous Covid-19 Public Health Response (Vaccination) Order (2021) which came into force in Nov 2021. (Note that figure is an estimate because there are various complexities about the application processes and outcomes - more on this another day).But that 11,005 figure was surprising to me because it was much more than the OIA I had personally previously had a response to, back in Sept 2022, which provided a breakdown of the DHB (District Health Boards - since consolidated) staff, totalling 6,706. (screenshot below):
My colleagues and I noted how these figures differed again, from the responses provided to the NZ High Court, in an affidavit by Rachael MacKay - interesting background ;) - submitted on behalf of the Crown in the crucial fight for justice by the doctors, midwives and teachers case - NZDSOS/NZTSOS case (March 2022) In that affidavit (dated 11 Feb 2022), she states:
“As at 26 January 2021*, we had received 450 applications for significant service disruption exemptions. Eleven applications had been granted [emphasis added], 1 was returned from the Minister with a request for further information, 235 applications were declined, and 1 application that was before the Minister was not proceeded with.” (para 32)
[*Note the typo - the date must be 26 Jan 2022, as the order was not made in Jan 2021]
Our thoughts were, how/why did she state ‘only eleven’ when there must have been 1,000 PER MONTH to reach the approx 11,000 staff members who had gained an SSD exemption by the end of Sept 2022? Something smelled fishy.
But curiouser and curiouser, on the 2 March 2022, a Parliamentary Written Question was recorded as follows:
4731 (2022). Chris Bishop to the Minister for COVID-19 Response (02 Mar 2022): How many people, if any, who are covered by mandatory vaccination orders have been granted exemptions from mandatory vaccination, broken down by month, and by the type of role the mandatory vaccination covers?
Hon Chris Hipkins (Minister for COVID-19 Response) replied: I refer the Member to the attached table for the number of health and disability workers granted Significant Service Disruption exemptions, broken down by month (see below for the screenshot of the pdf):
So it appears that Rachael MacKay was - ah um - incorrect when she stated to the High Court that there was only 11 exemptions granted. This figure was particularly (conveniently) low because obviously most people were at the beach on holiday.
Had there already been, by the date of that affidavit a total of 1,161 exemptions granted, as per the above Parliamentary response?
Or, perhaps our soon-to-be-ousted-Prime-Minister Chris Hipkins (THEN Minister for Covid19 Response) was incorrect?

Never attribute to malice or malevolence what can adequately be explained by incompetence.
I keep wondering if Rachael MacKay shouldn't be had up for perjury regarding her 11 Feb 2022 High Court affidavit. Don't particularly want her kept at His Majesty's pleasure, but her defence would be interesting.
